The mother of the late Capitol Police Officer Brian Sicknick was meeting with at least six Republican senators ahead of Thursday's vote, attempting to persuade them to act. He collapsed immediately after engaging with the rioters and died the next day.

The video shows two men spraying Sicknick and another officer with a chemical, but the medical examiner in Washington said he died of natural causes after suffering a stroke.

Sicknick's mother said outside a meeting with Utah Sen. Mitt Romney, one of two senators who have expressed support for the House bill, that her son was "doing his job and he got caught up in it, and it's very sad."

In a statement issued on Wednesday, she was blunter: "I suggest that all Congressmen and Senators who are opposed to this bill visit my son's grave in Arlington National Cemetery and, while there, think about what their hurtful decisions will do to those officers who will be there for them going forward." So far, only Romney and Alaska Sen. Lisa Murkowski have stated their intention to support the House-passed bill.

“What we want is closure,” Murkowski said on Wednesday. The majority of Republican senators will follow Senate Republican leader Mitch McConnell, who has declared the bill a “purely political exercise,” because Senate committees are already investigating security gaps.

McConnell, who previously blamed Trump for "provoking" the Capitol attack, now says of Democrats, "They'd like to continue to litigate the former president into the future."

The discussions about potential changes to the legislation come as Republicans have struggled to respond to the insurgency, as many in their party have remained loyal to Trump. On the morning of Jan. 6, the former president told his supporters to “fight like hell” to overturn his defeat, despite the fact that his claims have been rejected by courts and election officials.

According to Grant Tudor, policy advocate at the organization Protect Democracy, the 1/6 commission vote will become "exhibit A" on why the filibuster should be changed.

“They are shining a spotlight on the fact that there is no bill that can stand up to Trump and the ‘Big Lie’ that can get ten Republicans,” said Eli Zupnick of Fix Our Senate, an organization that advocates for filibuster reform.

Collins has stated that she is collaborating with other senators to find a solution. “I want to see a commission,” Collins stated on Wednesday, adding that she is “working very hard to secure Republican votes.”

Still, most Republicans have remained staunchly opposed, with North Carolina Sen. Thom Tillis saying the year-end deadline is unrealistic. Republicans have also pointed to a bipartisan Senate report expected next month, saying it will be sufficient to address Capitol security issues.Four protesters were killed during the insurgency, including a woman who was shot and killed by police.
